Timid and fearful behaviour is common in some dogs adopted from animal shelters. This is because many dogs that end up in shelters do not get socialised during the critical period for socialisation - between eight and 16 weeks. During this period pups must be socialised to all the things they may encounter as an adult including people, animals (other dogs and cats), and situations, such as car travel, to ensure they don't become fearful and timid. Bundy may have missed out on this. It is likely that he will always be a timid dog because he has been this way for so long. You could try to build his confidence by ignoring him when he is timid and rewarding him with treats or attention when he shows relaxed behaviour.
